Can I have a large hole dug in my garage floor?

Possibly an uncommon question, I have a 17x16.5ft garage with a flat roof and an internal height of about 8ft. I’m keen to be able to swing a golf club in the garage and would like to eventually have a golf simulator set up in there, that’s the dream anyway. I’ve looked at the option of raising the roof to a pitched roof but this will likely infuriate the neighbours re light etc. Is it feasible to dig a 3-4ft deep hole with 12x11ft width and length in my garage floor. It would, I imagine, be dug a little deeper then concreted over again. Then I could set the whole thing up in there. Would I need a full planning application? (Obviously I’d check properly). There is (according the plans) a surface water pipe running along along one wall of the garage, seemingly right underneath the wall. I’m not sure how accurate these plans are and how far out that pipe might be. Obviously there’d need to be digging and removal of material and then re-doing the surface with concrete and the sides of the hole etc. I’m hoping this is an option that would be better than a pitched roof as less/no effect on neighbours and possibly would be slightly cheaper. Thanks, any advice would be appreciated
