Plastering procedure- reskim or strip and skim again?

HI there, I have posted this as a job but curious if someone can help me with the best procedure. Have just moved in to a 1920s terraced house and am stripping the wallpaper in the lounge for repainting. Comes off very easily, am not using a steamer. This is what i have found so far (please copy and paste links in new window!): https://ibb.co/kzsDA0 Skim coat seems mainly ok though when you run your hand over it, it undulates quite a lot and an worried this will catch the light. It has come off in some places revealing the plaster underneath (doesn't seem blown anywhere though dark and discoloured). My initial thoughts are it would be ok to patch fix and then reskim but perhaps it's better to have skim coat removed and start again? Hi, you can fill the patches in with hardwall or bonding level with the existing skim then a complete skim across the wall in the shallow areas with bonding to level the wall then a complete re skim of the whole wall. Another option is to hack all the plaster off, dot and dab the brickwork then skim. Hope this helps
