Which jobs are notifiable in a kitchen

My electrician did some work and left me only with an invoice, he was a sole trader and he has now retired. I have the invoice so I was going to write him a letter. what is my route forward here? What electrical jobs are notifiable under the latest BS7671 definition? Can I simply hire someone of competence according to the answers of my questions below? As I understand it it says only new circuit installations are notifiable in a kitchen. Is it correct to say that if a circuit originates from a new OPD (i.e. one which wasn't previously present or being used) in the primary/only CU, then it's a 'new circuit'. Otherwise it isn't. Which work on installation of a new circuit is notifiable? Is all work on the installation notifiable i.e. running the wire from consumer unit into position ( including fishing it down to position of socket), wiring to socket, installing socket and back box, installing a fused spur, making good cables into existing consumer unit. For installation of a ring circuit is it classed as a new circuit if it is made good into existing consumer unit mcb that is already connected as a socket circuit?? Does using an existing MCB make it a new circuit where the cables do not follow the same route as original?? Is it just classed as changing the characteristics of the circuit, with a requirement to fill out an EIC? Rather than notify under builing regs. So then, is it simply true that the moment a circuit has a separate 'primary' OPD (i.e. not a 'secondary'FCU or whatever on a circuit which already has a 'primary' OPD), it's a separate circuit, and since it wasn't there before, that probably makes it a 'new circuit'?? Or perhaps all of this is wrong? Any help understanding this would be greatly appreciated.
