Gas safety after reinstallation of same boiler

we have had an extension built including major refit of the heating system. We are using the same boiler as it was fairly new before the extension started. It was taken down and replaced in the same place but now controls both radiators and new underfloor heating. Our plumber says that he is not responsible for gas safety of the boiler but only the NEW parts they have fitted including cyllinder, gas hob. Since our contract with the builder states "Heating system to be inspected and commissioned by suitable certified person and a commissioning certificate provided to the home owner or occupier. Full operating and maintenance instructions to be provided"... should be we expect the plumber to provide a commissioning certificate for the boiler. Thanks, N

Hi There I am a gas safe plumber and in gas safe regulation 26-9 it states that where any gas appliance has been worked on or supply of gas has been interrupted the competent person must: Check the effectiveness of any flue. the supply of combustion air. Its operating pressure or heat input or, where necessary, both. Therefore for the plumber to comply with regulations he must carry out necessary checks and issue a gas safety certificate for the appliance to ensure safe workings. Hope this helps
