Fixing batton/joists to a block and beam floor

Could someone please let me know it you can fix battons/joists to a block and beam concrete floor.

Yes Gavin this is possible, but it may be more cost effect to put down Damp proof, insulate and screed. Have you a reason you want the floor joisted?
