Who is responsible for a flooding water meter on my property

We are metered and there is flooding in and around the underground meter compartment and above the meter. I turned the water off and established the leak is on the incoming side. As the meter was installed by the water company cutting the original supply line, do all the connections to it remain the responsibility of the water company. Also having turned the white plastic stop cock off by hand (under water), it will not now easily turn on again by hand. Is there a special tool for these cocks or do I need to remove the plastic cover and try to get onto the spindle itself. They do not appear very robust.

Normally any supplies after the water meter would be the responsibility of the property owner, there is a special tool for turning water on and off via the boundry stop cock it is called a toby key.

This is definitely the responsibility of the water company. Had a few problems where I've needed to shut the water supply off as the internal stop valve has seized. Iv asked the customer to contact the water company and they've come out fairly promptly. There very well set up to deal with these problems as its quite common.
