How many bulk bags of mixed ballast and how many bags of cement would I need?

Looking at a strip foundation for greenhouse, greenhouse 12 foot long by 8 foot wide assuming foundation 4 inch thick and 400mm wide, I will then be laying pavers around foundation to afix greenhouse. How many bulk bags of mixed ballast and how many bags of cement would I need? Thanks in anticipation.
