Part P Notifiable above 2.25m in special location?

Hello, I am looking to complete some work myself in some special locations (bathroom & en suite) in a new build property that I will be moving into in February/March. I am planning to install down lights and I understand that this may be notifiable under the Part P regulations. However I have also read that if the electrical work is above 2.25m from the floor or bottom of the bath or sink then it is outside of the zones and therefore not notifiable. The ceiling height in both rooms is just above 2.25m, does this mean I am OK to install the downlights without notifying the building control body? Thank you.

Some of the regs are confusing, you are out of the zones but still in "special location" so yes it has to be notified. I'm based in Wales and part P is a bit different to England, the location containing a bath or shower is defined by the walls of the bathroom.
