Sound proofing the ceiling or floor insulation to reduce the noise?

I live in the tower block and I am trying to find the solution for the noise coming from upstairs neighbors but not sure which option would be the most effective: to lay the carpet with the best insulation in the neighbors room or to soundproof my bedroom ceiling. The noise transmitting is mainly impact noise: stomping, items falling on the floor, door slamming and the toilet flashing. Their bedroom is on the top of my bedroom and their toilet is on the top of my toilet and next to the bedroom. Please note I am planning to do the works in one bedroom only for the start. Please advice the option and the products. If could also provide some cost estimation for the ceiling soundproofing it would be great! Thank you.
