Safety glass legal requirements

Hi, I would like to ask a question regarding safety glass in windows. I believe that it is a legal requirement to have safety glass fitted into windows that are 800mm or less to the internal floor. Is the 800mm to the height of where the glass starts or is to the bottom of the window frame?
Are you a tradesperson and able to answer this question?

It's 800mm or less to the glazing and the frame that holds it.

The legal requirement for toughened glass is 800mm to the bottom of a window's bead. Any window or glazed item within 1meter of a door must be glazed to BS6262 using toughened glass as a minimum (sometimes called safety glass as it crumbles like sugar when smashed) laminate glass is more secure as it has a pvb plastic film to hold the glass together when smashed (think of a car windscreen when you smash it a crack will appear and the glass holds together as a safety and security feature), however laminate glass is a lot more expensive.
