Cold main up to expansion vessal is hot

Hi there not sure if anyone can help, I have a un vented hot water cylinder on one of the floors in my building which apparently feeds 16 bedrooms, 3 bathrooms, 2 toilets, a hair dressers room and a sluice room. The problem I have is that the cold water main that comes up from the boiler room is hot to touch so as it goes into the expansion vessel that is hot to touch to so all my cold water is warm I've had a contractor in that says its a faulty valve under a bath or a sink or a tmv valve that's causing a problem or another personote has told me that it could be a hot pipe cross plumbed into a cold pipe. I'm stuck as to what to do for the best any ideas will be greatly received many thanks Darren

you need to get a plumber who is properly qualified to look at this,he must have a g3 certificate as well.look for a ciphe registerd plumber,or get in touch with ciphe ,get their number off of internet they will give you number of a registered plumber near you.
