Do furrings cause leaking long term?

Hi All, My builder has built the roof according to the achitects dimensions, but didn't check the pitch on the first rafter. The roof is now 13 degrees instead of the minimum 15 degrees for the 3x Velux windows. We have 2 options: 1) Spend money on reduced pitched Velux windows that stick up at the back to bring the Velux windows up to their minimum 15 degree pitch 2) Spend roughly the same amount (apparently) ripping up the existing felt and battons, laying the furrings which will be an extra 100mm higher at their thickest point (furrings will be going from 0-100mm over 2.7m) The roofer is saying #1 is much better as he says as rooves expand and contract with summer/winter, the furrings and related lead flashing will move and the roof will leak in 5 or 6 years. I would rather have option #2 as I think having the Velux's stuck up 100mm higher at one end rather than other will look odd, but would like to get a 2nd, 3rd or as many other roofers opinions on what our roofer is saying as if he is correct re the longevitiy of #2 then so be it. If the pitch is not to the correct fall then I would be questioning WHO pays for the rectification. You must also consider - does the shallow roof pitch (I assume this is a tiled roof from your description) - then are your roof tiles laid to a pitch that complies with the manufacturers guidance - if not then option two is your only option. If the tiles meet the guidance then either option would be suffice.....but it does need rectifying otherwise it will leak with prevailing winds and rain (once said builder is long gone)....
