Need advice on leak from dormer roof window leak source

We have a house with large dormer bay windows in the roof. We have a water mark on our living room ceiling next to exterior house wall. Leak only happens during some storms. A couple of roofers have looked at it. One has quoted for replacing the valley and cement work which is at the very top of the bay behind its roof. There is a small hole up there next to a tile. Another has said that it is the lead flashing on the window sill which is letting water in and that this needs sorting out and sealing. Again there is a hole in the roofing felt next to the sill. I can see that both may be the cause but neither roofer has quoted for both repairs.
