Water spurts out of tap minutes after being turned off and plugs don't work

Long after I've turned off the mixer tap in the kitchen hot water will spurt out minutes later - often 2 or 3 times for up to 10 seconds at a time. The water can be scolding hot. In addition the shower can do the same hours after it was used - I mean at 8 pm after having been used at 7am. Builders say this is normal as lots of houses in our development are doing it. Is it? In addition the sink plugs - the ones with the lever - can't hold water for longer than 2-3 minutes. Again, I'm being told that's normal - is it?

yes the tap issue is normal its just the air in the atmosphere pushing the extra water out of the spout/ hose there is an unusual delay admittedly.
the sink plug you have is a standard one they do tend to have a poor seal after a time recommend replacement.
