PVA sealed Bitumen floor paint

Having had thermoplastic floor tiles removed because they were asbestos we have been left with the Bitumen paint on the floor which has been sealed with PVA as the asbestos company said there could be asbestos in the bitumen. We are now being told we can't screed, self level or paint the PVA sealed bitumen. the intention was to carpet the lounge area and tile the porch where the PVA sealed bitumen is. As this could contain asbestos we don't want to grind it off and I would like to encapsulate the PVA sealed bitumen as much as possible I don't want to just lay carpet over a badly sealed Bitumen, so far the advice we have had is to wash off the PVA then use Ardex NA to encapsulate.... any other possibilities?
