PVA sealed Bitumen floor paint

Having had thermoplastic floor tiles removed because they were asbestos we have been left with the Bitumen paint on the floor which has been sealed with PVA as the asbestos company said there could be asbestos in the bitumen. We are now being told we can't screed, self level or paint the PVA sealed bitumen. the intention was to carpet the lounge area and tile the porch where the PVA sealed bitumen is. As this could contain asbestos we don't want to grind it off and I would like to encapsulate the PVA sealed bitumen as much as possible I don't want to just lay carpet over a badly sealed Bitumen, so far the advice we have had is to wash off the PVA then use Ardex NA to encapsulate.... any other possibilities?

I have had some experience with large-scale building contracts where usually they will relay hard vinyl tiles or latex over floors like this. I'm honestly not sure of the regulations around the remaining bitumen, but id suggest talking to a few asbestos removal companies as I've never known it to be finished with simple PVA solution, and in fairness, there are screeds and DPM's available that will set directly on top of asphalt etc, so I'm not sure why you have been advised against it. I know its not an answer, but I hope it helps you find one.

There are a few floor smoothing compounds on the market that can be used to cover / encapsulate old bitumen adhesive, Ardex NA being one of them. I don't really see any reason why you would have to wash off the PVA. If the floor is dry and free from dust etc then Ardex NA or similar is the perfect solution, though it can be relatively expensive.

Hi iv removed many asbestos tiled floors and always used ardex na self level compound to cover but apply the primer that you can buy with the stuff if unavailable a pvad floor will do but always use a spiked rolller when laying self level as this will ensure the end result is flat and a good surface for laying your new floor
