Bath cold tap continues to run after turning off rising main

I've turned off my rising main, and all taps in my house have run dry, apart from the cold tap on the bath. If I try to block the spout, it forces its way out so I can see its on mains pressure rather than coming from the tank in the loft. I know of no other stop cocks in the house, although there is a stopcock outside my house in the road (the one belonging to the water board) Is it normal that this tap bypasses the rising main? It just seems very strange to me Thanks

The easiest way to establish the source of the supply is to turn the cold bath tap on go in to loft and if
the cold water storage tank ball cock valve begins to fill the tank then it is indeed tank fed, if it does not then I would recommend you employ an experienced plumber to investigate further.

Am i right in thinking that your bath is on the ground floor ? If so then it is likely that your main stop cock is simply letting by, in other words not closing properly. Close all taps including the bath tap & then open the cold tap in the kitchen. Wait a couple of minutes & if it starts running in the kitchen you have proved that your stop cock is faulty.
If this is your scenario then what is happening is that the bath tap being at the lowest level is relieving the water pressure at a low flow rate from the rest of the system at a higher level, simple.
