Hi
You should not be using rockwool to insulate the external wall of a house. It needs to be a external wall board then rendered. You can insulate the inside of the cavity or if its a solid wall insulate internally like a stood wall with insulation in between. On the external wall you should be at least 150mm up from ground level along with your DPC.
