Is it ok to request a quote for a job when you've earlier declined their quote for different job?

About 3 years ago I had a few quotes for a garage conversion. It was literally a toss-up between two companies regarding whom I chose. I now want a kitchen refurb and a local guy who specialises in them/has good reputation is the guy who quoted and I declined for my garage conversion. Is it ok to approach him to quote for new job or, already having had a quote rejected, is he likely to turn down request? How would you feel?

Are you a tradesperson and able to answer this question?

Don't worry it's fine. Work is work and we, as tradesman, can't win all the jobs. It's what keeps us alert. Good luck Dylan

I had a job turned down recently For a lady I had already done work for I think she thought I was dearer than another quote she revived I saw her husband a couple of weeks later in my builders merchants and I am now going back to complete the job as they were not at all happy with the new guys Work. It’s all part of the territory If you approach the guy and he is off with you then i would givevhim a swerve obviously Hasn’t got a professional attitude.
