Noise coming from taps. Hot and cold .

The noises is a loud whistling/squealing that occurs when a tap is turned on. It can sound as though its coming from the kitchen tap, when we turn on the basin in the bathroom. If we turn on the kitchen tap, we can sometimes stop it, or change/lower the pitch. It happens with any tap in the house, including when the washing machine draws water. But strangely, not when the toilet is flushed. We can alter the pitch of the noise by opening another tap, again hot or cold, and sometimes mange to 'tune it out' by this turning on of another tap. It stops as soon as we turn the water tap off, so I don't see how it can be loose pipes, it's not like 'water hammer' We have central heating, and a combination boiler that has been serviced last month. So there is no header tank, and we live in a Bungalow. I am at a loss to sort this, and can only think to install an air valve, but if it's not water hammer, this may be a waste of time. I changed the stop tap into the property, in case it was that, but no luck. I found that by turning that partly closed it just altered the pitch. Any thoughts from you experts out there? We would be very grateful for the solution.
