Damp Proofing

Is it true that you shouldn't drill a hole through the wall of a timber framed house due to piercing a damp proof membrane?

I have been advised that during a boiler replacement I am getting quotes for at the moment the engineer shouldn't drill a hole in the outside wall of the house due to a damp proof membrane. One engineer said this, but the other said that he had never heard of it. Before I bought the house, sky and bt engineers had drilled holes for sky dish and a second phone line. Is this true? What are the risks of doing it ? And should I take any action due to the holes that have previously been made? It's an end terrace, would any membrane run through the entire terrace and therefore compromise everyone (4 houses)? Thank you for any advise you can give.
