Coal outhouse attached to side of house with flat roof

I have a 1948 home with an old coal outhouse attached to the side of the house. This is a single storey double brick (no cavity) outhouse approx 13'10 x 9'3 with a flat concrete roof / ceiling with steel reinforcement. This has felt on the top but not wrapped around the sides, as does the whole street! so when it rains one end of the outbuilding pours water in through the concrete which is now porous, and I can see the odd bit of bar which is rusted. I am considering having the concrete roof removed and replaced with a pitched roof, then converting the space into a kitchen for more space. Is this something that should require building regs sign-off or something that should be allowed under permitted development? Thanks O

It is a misconception about permitted development it only means you will not require any planning consent, Regardless of if its under permitted development or not it will still require building regulation to come and view it at different stages to sign it of. Good luck Alex
