Total refurbishment - where to spend and where to save

Hi all, I am looking at renovating a flat which has not been updated since the 1970s, so a total refurbishment is needed. The flat is 85sqm and is in West London. We are hoping to keep the toal cost (labour and materials) to around 40k. Does that seem to be a sensisble budget? Are there areas which you recommend spending more money and others where we could save money? I would be very grateful to hear your opinions! Many thanks, Shireen
