leaking above window - lintel or roof felt?

Hi. We live in a stone built 2 storey end terrace with a slate roof. We get leaks above 2 of our ground floor windows with heavy rain (side and back) this is usually with a heavy down pour. Being an end terrace we get most of the water. Gutterings are upvc and clear. Our roof isnt feltered and we suspect we have no lintels. We can't afford a full re-roof, its been suggested we get the first 4 rows of tiles felted or lintels fitted. Which would be best to do 1st please? We recently had our kitchen done and had a lintel fitted. Thanks for any advice
