Communial plumbing in ground floor maisonettes

I live in a ground floor maisonette that has communial plumbing with upstairs i.e one main water supply for both flats is it possible to upgrade my flat without having to upgrade the upstairs flat also

You Will have to run a new Main into the property with its own water meater
