Which tradesperson has the skills to design and build a lean to shed?

I need a lean to shed with a perspex or similar suitable material as a roof built in a small space in between my house and next door's garage that can be locked securely and be water tight. My dilemma is which type of trades person has the skills to design and build this for me? I want it to be sturdy and made out of wood to store 4 x bikes and garden tools and furniture. I need to make sure it's designed property to ensure water doesn't run onto neighbour's garage etc. Do I need a builder/handyman or carpenter?
