Hi
Any decent stock brick will be fine. Depending on your requirement, colour etc as steps are usually seen and want to be built to match an existing building.

The best brick for frost would be an engineering brick they are usually orange or blue . There not the best looking brick but there the most durable and frost resistant which is why there used underground. As above most facing bricks would suit the job and are a lot smarter but do eventually blow out with weathering.
