Hello i can only respond to the electrical part of the question.
If you was to request a qualified electrician to provide a periodic test and inspection of you electrical installation they would issue what is called a Electrical installation condition report this is also sometimes incorrectly referred to as a landlords safety certificate as strictly speaking it is a full report on the safety and integrity of the installation and not a certificate as such.
The electrician should visually and manually inspect all aspects of the installation and carry out all live and dead testing as set out in BS7671.
The report would contain all test results and observations highlighting any items which present danger and require immediate remedial action C1, items that are potentially dangerous and require urgent attention C2, and any other observations where improvement is recommended C3.
If any of works C1,C2 or C3 are carried out the the relevant certificate would be issued by the installing electrician if required by BS7671.
