Removal of incorrect ghost coat on newplaster

I have used Watered down Vinyl Silk as a ghost coat on new plaster which I now know is totally wrong I was advised to sandpaper it down but it is now fracking in large areas so I need to remove the coat of the whole large sitting room. How do I remove this coat of paint without damaging the plaster I am using fine grain paper at present

Are you a tradesperson and able to answer this question?

If it's flaking a lot try using a none bladed thin scraper/filling knife that way it won't damage the walls Thanks Sam

I would scrape whats flaking then apply two watered down contract white matt on top of your coat then it should be ok from there.
