small garden wall

I would like to build a small garden wall (in the front of the house and not retaining), about 600mm high, with 2 columns at the ends, about 460mm high. What would you suggest to use, regular bricks, engineering bricks or concrete blocks? Can I use concrete blocks laid flat (not on the 100mm sides)? I'm not looking for the expensive option as the plan is to render when finished.

Are you a tradesperson and able to answer this question?
