New Driveway and new wall, can we relocate our external stopcock?

We are about to redo our driveway and build a wall. However the external stopcock (or whatever is inside the flap is in the way of where the wall will go. Is it possible to move it?
Are you a tradesperson and able to answer this question?

Has it been replaced? Usually they are outside the property now so if you have a new one outside, then the one in the garden will be unused if it’s still live the one in your garden you can either Bridge over it, if possible or yes you can relocate it at a cost.
