Who's best in the trade to remove Artex?

I am trying to carry out as much building work myself. I know the ceilings are rendered in Artex with Chrysotile in. What trade can help me with this? Can builders do it, or plasterers? I am on a very tight budget so looking for the cheapest solution. I've read that Chrysotile doesn't need a licence to be disposed of.
Are you a tradesperson and able to answer this question?

First of all are you looking at a plasterer skimming over it to achieve a smooth plastered finish?
Is the artex design heavey or a light stipple effect, a plasterer can scrape it back to his/her prefered finish but will obviously charge or you can get yourself a scrapper and scrape it yourself, all you need is to get off the bits hanging down so its as flat as possible .

Hi,
First off chrysotile IS a form of asbestos and should only ever be removed by and disposed of by an approved and licensed asbestos removal company.
While I appreciate you are on a very tight budget you should always consider your health, safety and that of your workmen and the environment, I:e how/where the chrysotile will be removed and disposed of??
