Id advise to seek a gas safe engineer firstly. As long as the oven has been correctly fitted, it should have a means of isolation & enough slack for the oven to be pulled out safely. The gas engineer will then be able is safely isolate the gas feed to the current hob, allowing you to arrange an electrician to fit your new electric hob. Not being a qualified electrician I'm unable to advise what work would be involved to supply a feed to the electric hob.

The oven may be under 3 kW, so this can be installed on a 13amp plug, this may mean you don't have the output for a electric hob. A cooker cuircut is required for a electric hob (more than 3kW output) 32 amps and above, usually a red isolation switch nearby indicates a designated cooker cuircut.
