Hole in bathroom wall where waste pipe and cold water pipe exit - normal to leave unsealed?

Bathroom wall is tiled and the hole that builders have cut / allowed for waste pipe has about 1cm gap all round. Is it normal to leave this as is or should the gap be sealed up all round? We live in a block of flats and so the waste pipe goes into a "cavity" where it then joins up to the stack. Ditto for the cold water pipe. Pics below if it helps. all pipes in that situation need sealing if there was a fire below smoke could compromise your area

Hi, No this is not normal. If its tiled then the inner hole should be filled to the back of the tile then grouted the same as the rest of the tiling.
