Do I need building regs/FENSA/planning permission for an additional window?

Note this is cutting a new hole in external wall and not a replacement window? I want a new window installing where there currently isn't one. The window will be on the first floor above a garage door. The new window will be an exact match to the existing windows and will not be overlooking anything that is not already overlooked. I general builder/handyman is happy to do the work but I just wanted some reassurance that this won't cause me any problems in years to come.
Are you a tradesperson and able to answer this question?

Yes you will need planning permission including building regs
