Domestic Household FCU

I am currently replacing an FCU in my bedroom. I thought it would be a simple task. However, it has not turned out that way. Having removed the old FCU from the metal box i observed that i had two cable entering the box with the usual live, neutral and earth. Having tested both live cables with my voltmeter i discovered they are both constantly carrying 240v. Therefore I'm at a loss to identify which cable should be the supply and which is the load. As a side issue if both live cable are constantly carrying 240v is there any need for a FCU? Could i just connect the cable together and do away with the requirement for an FCU? Any advice would be greatly received
