Alternative method to briefly isolate domestic mains water flow

We've been advised that long-term plastic tap cover fitted to our stopcock (under kitchen sink) could be a risk if there was a sudden increase in water pressure for a number of reasons. A brass tap is stronger & safer. Problem is - no one can access the water mains isolation tap/unit that serves our park home site (30 homes) and which we were told should be switched off briefly while replacement tap is fitted. We've now been advised that the mains water pipe under our sink can be 'clamped off' with no need to access the mains isolator tap while necessary replacements take place within the home. What is this clamp? (i.e. what kind of tool is it) and where and how should it be fitted so the work can be carried out? All the fitted pipework in our park home is standard plumbing plastic & in good condition within the property. Any advice as to whether to 'communal mains isolate' or 'clamp isolate' within a park home site environment would be much appreciated. Thanks in advance.
