Scaffolding or not ?!

Advice please. I am about to post a job for my house external windows to be painted. There are 10 upstairs windows to be done on a normal two storey size house, ie no extreme height. Would I be unreasonable to expect somebody to perform this task working from a ladder, or are they going to expect to erect scaffolding with all the associated high cost, thus making the job non-viable for me to agree to? Your opinions would be most appreciated. Thank you.
Are you a tradesperson and able to answer this question?

You don,t normally see painter's using scaffolding to paint windows and ladder be fine.

Hi Ian, I'd suggest you to use the approach: can I reach it by ladder? If you can a tradesman surely will too. Try to see where you would recline ladder and see if anythink could pose a hazard. Also when posting the job, add a few pictures /this will surely help/. I'm a painter, but I will not risk my health if I don't feel safe. Also mind that there are other means for reaching /cherry picker/
