Underfloor heating manifold

Dear Sir/Madam I had underfloor heating installed on the ground floor approx area size 60m2 and screed on top with suitable underlay & laminate flooring as the finish the whole area was covered with the coil pipe now some areas of the floor get warm when turned on....... I have a 2 port manifold due to the length of the coil pipe while turned on.... only 2 pipes on the manifold get hot the other 2 return pipes feel very light warm first question .... should all 4 pipes on the manifold flow and return feel hot second question ... why am i getting some areas of the floor warm and not all as the layout covered mostly the whole room Kind Regards
