Advice about summerhouse on site of tree stump

I am arranging to have an overgrown fir tree removed and want to have a small summerhouse where the tree currently is. I have been told a cement base is the way to go. So, do I have to have the tree ground out or cut down?

Have the tree felled like normal but the stump will need to be ground out. Because if you are making a cement base you will be excavating about 180mm to 250mm depending on how big the summer house is. Just remind the tree worker to grind below the stated depth.
