Advice about summerhouse on site of tree stump

I am arranging to have an overgrown fir tree removed and want to have a small summerhouse where the tree currently is. I have been told a cement base is the way to go. So, do I have to have the tree ground out or cut down? Advice please! Thank you.

Have the tree felled like normal but the stump will need to be ground out. Because if you are making a cement base you will be excavating about 180mm to 250mm depending on how big the summer house is. Just remind the tree worker to grind below the stated depth.
