I bought a bungalow, and the loft was already converted but the layout was not done correctly. Can the area be redesinged?

The bathroom that was installed is too small and very narrow, a dormer was added to the front of the property but there is hardly any headroom, therefore unable to use this area, would like to make this a second bedroom.
Are you a tradesperson and able to answer this question?

yes of course you can ,as long as no structural alterations then no need for building regs ,but if you are going to redesign structurally then you will need calcs and regs
