PIR board thickness required under chipboard floating floor

Hi. Can any one help me with my floating floor question? I have a concrete raft with DC membrane. I will be laying Celotex PIR Board directly onto concrete with 25mm chipboard on top. What thickness and type of Celotex to required to the required Building control standard? Is the U value 0.18? Thanks for your help
