New central heating system who fits power supply for boiler

I've just had a central heating system installed to replace the old gas fires that were fitted. The engineer who did the job has told me that he doesn't get the power supply socket for the boiler fitted and I have to get it done myself, I wasn't told this until the end of the job. So at the moment I can't use the central heating.
He has also told me that I have to get the copper pipes earthed to one another (cross bonded?).
Surely this can't be correct, I would have thought that the person who fitted the system would have taken into account the cost of getting the electrics fitted when giving the quote.
Evidently he commissioned the system using an extension lead.
This is like getting a new kitchen fitted and the being told that you can't use the white goods.
Are you a tradesperson and able to answer this question?
I agree with the previous posters reply, the gas engineer requires at minimum 'Part P' electrical qualification to under take this element of work.
Customers expectation's of gas engineer's is often based on assumption and ignorance when complication's arise involving work that is beyond there remit and/or qualifications and I am sure this engineer would of brought this to your attention either before he won the job or during installation.
Update:
Yes it is standard practise to use a temporary power supply such as a extension lead to commission the boiler, but he cannot allow you to use the boiler using this method, as your health and safety are important. So as previously stated invite a qualified electrician to attend to finally resolve this matter!

Qualified. What your man has told you could be correct, if he is not. You will need to contact a qualified electrician, if there was no boiler fitted there before.

The clue is in the title of who installed it... Central Heating Engineer. I can’t believe that he got to the end of the installation and didn’t make you aware of this fact. Has he commissioned it yet?
Your edit... that’s the way with an extension lead they usually do it when no Spur is available to connect to.
