Peeling and powdery paint on wall.

Hi We have been trying to repaint our house. One wall, the paint is not sticking and it is peeling. We peeled the paint back to the bare plaster, did the 'mist' paint and this still peeled. The wall doesn't feel or look damp. On the other side of the wall, just above an electrical socket, the paint becomes really dusty and if we rub it, it comes off like powder. This is a wall next to the chimney breast. Any solutions or ideas would be greatly appreciated. Thanks

Hi. If you are sure that there isnt any damp or water ingress problems causing this then i can offer two solutions.
These are what i would do, but as with any building work would be subject to a site survey.
Wash away any powder etc with sugar soap solution rinsed with clean water. Then when dry fill/surface any defects with a quality filler for this, toupret or easifill.abrade.
1. Apply a product zinsser gardz. This completely seals the surface and then it can be emulsioned.
2. My prefered choice, size with pva diluted 1:4 or 1:5 with water ( use pve that is british standard). Paper with lining paper 1200 grade then paint.
Lining papering a wall if done correctly with time spent on preparation and ensuring even and full coverage of paste esp seams, can create a perfect surface for decoration
