Electric element or Gas CH in Towel Rail?

Assuming that the rest of the Central Heating is isolated and off, and the gas boiler would only run water through a bathroom towel rail, is that more cost effective than adding an electric element to the towel rail for Summer time usage? Or is the electric element better value? Not using the boiler for Hot Water.

No I would say cheaper to use thermostat on electric heater.
