Condensation new flat roof entering house

I just had a new flat roof and insulation to replace old. The guy didn't lift all the boards which are narrow and told me he used a broom to push in "cosy felt" insulation above the old insulation to bits unexposed. He said it was probably 25 years old. No ventilation. I did ask prior to job about ventilation and he said he would do everything needed. 2 layer torch felt system on top of old boards. Two weeks or so later, I came home to damp smell and water running from between ceiling and walls down the walls and a drip from the ceiling. He came to investigate, said their is no leak in the new roof so not his fault. He said it's condensation so will fit mushroom vent and it will dry out. Does this actually warrant a full refit with new insulation as inside the roof cavity all be wet and continue to damage my walls and ceiling? Surely retrospective fitting of vent is not the fix? I was going to drill a hole and check insulation but the gadget to read where there is live wires flashes as though there's live wires in the entire ceiling, which would indicate it is damp under there making the gadget produce a false reading.
