Wallpaper on top of paint

Hi guys, I have a water based pain in my wall, if I scrub it wit water it comes off. None of its flaky and when I do the "soundness" test by making a small x and trying to peel it back with duct tape it stays on the wall. So do I need to wash the paint of the wall before I put up my lining paper or can I just give it a good sanding? I really don't want to spend the day washing walls lol

You need to strip it all back to a sound surface. Sweat and tears

maybe best to wash down with sugar soap ,to get any grease off the walls, a good sanding and use solvite paste to the lining paper and and all should be fine
