Change stop cock to hot water without turning off kain

Hi there I live on the first floor of a mansion block and want to move the hot and cold water pipes within my bathroom. The stopcock for the hot water is broken. The managing agent says the only way to block the water to my flat would be to 'drain down' the entire building. Am hoping there might be a way to avoid that? Any advice very gratefully received!

You could try freezing the cold water mains within your property, ask a qualified plumber or heating engineer to attend and advise.

freezing the pies will be the way to do it, but as above get a qualified plumber in to take a look, as they can advise when there, what will be best to do.
