Building house in Back garden: who to employ?

My plot is very similar in size to that of my two neighbors on my right. The previous owners put an application to demolish the garage and built a driveway for a second home in the back garden, not too dissimilar from what said mentioned 2 neighbors have already. The application was refused in 2003 and I want to pick this up and speak to someone that can work if the issues can be worked around. The main refusal reasons are detriment to my left side neighbor and the current house in regards to privacy, outdoor and noise. Additionally, tandem development is also not allowed and the outdoor space is not according to regulations, these 2 I believe can be worked quite easily. Do I speak to an architect or to someone else specialized in working around these refusal topics? Thanks, GT

Hi GT, Yes you can speak to an architect with experience in Planning applications. However, given the history and slight complexity, I would advise you to call and speak to your local council about their Planning advise/consultation service. For most councils this is around £150, but they will visit and discuss the proposal. They will also tell you exactly what they are happy for you to build and any other concerns they may have. Interesting question. Because you neighbours have had something approved does not mean you will have the same approval planning law gets stricter every year. But I would speak to your local planning officer first you don't necessarily need any drawings and if a planning application was refused to start with that's ideal as he/she can have a look at that planning application and give you advice. The local officer will never say yes or no but will be a good indication of if it is possible than employ an architect who will not only drawer and submit your planning application they will also support you as it is not always an easy process.
