Do I want a plumber or electrician?

We have a heated towel rail that is heated by the central heating system. It also has an electric heater option for when the central heating isn't on. The power for this is a cable which goes through a hole in the wall into the nearby bedroom where it ends in a normal plug which can by plugged into an ordinary power socket. Not how I would have done it, but it's what came with the house. Now, the problem is that as soon as I plug in the plug it trips the house's earth leakage breaker. I think this is potentially very dangerous as it's a metal towel rail that is very likely to be touched. Obviously we don't try to plug it in and I've covered the plug to prevent anyone trying. My question is simple though - Do I need to contact an electrician to look at this as it's an electrical problem, or a plumber as plumbing would be required if the item needed replacing?
