I am being told by Warmfront that I need to have new pipes and rads fitted, yet this has'nt been included on THREE surveys done before by them. Think I am being conned.

hello,it depends if your existing radiators are efficient ..they will probably look ok..for instance ..do they have fins either in between a double or behind a single radiator..more output .

you habvnt got to have new pipes and rads but will depend on the condition of them.Warmfront dont like putting combis onto old systems ,they would sooner fit open vent boilers to save on any comebacks,eg if a radiator bursts it come out of the profit of the job which was not on the survey.So they like new pipework and rads for combi systems.Used to fit warmfront jobs for 2 years

As time goes by all things need replacing but i would get an opinion from an independant installer ,try posting the job.
